This paper examines the future tasks of Seo Mountain Fortress in Okcheon, the area of Battle of Gwansan Fortress(管⼭城) in 554, which was historically important in determining the fate of Baekje and Silla. Seo Mountain Fortress, along with the nearby Samyang-ri Earthen Wall and Samsung Mountain Fortress, is strategically located to control the traffic routes leading into the Okcheon Basin.
Based on the results of the recent detailed survey of Seo Mountain Fortress in Okcheon, this paper argues that a fundamental master plan for future excavation, research, preservation, and utilization of the site should be established as a priority. It is crucial to consider Samyang-ri Earthen Wall and Samsung Mountain Fortress, which are adjacent to Seo Mountain Fortress.
The paper also mentions the need for systematic excavation to identify the historical significance and academic value of Seo Mountain Fortress in order to qualify for designation as a National Historic Sites. Of course, designation as the Province-designated Cultural Heritage. The paper also argues that the local government should actively participate in the Cultural Heritage Administration's project to improve the historical and cultural environment of historical and cultural areas. This project is the most realistic option because it can create a distinctive landscape that includes non-designated cultural properties in the surrounding area.
Since Seo Mountain Fortress does not have any official signboards or trails, it is imperative to conduc basic maintenance after excavation. The paper also mentions the need to actively participate in cultural heritage utilization projects through storytelling based on the Battle of Gwansan Fortress.
Lastly, the paper argues that all of the above projects are for the local community, so it is necessary to increase contact with local residents.
