Abstract
The Army for Revival of Goguryeo suffered a major defeat by Tang armies on the west of Horoha river in May 673. Accordingly, refugees of Goguryeo migrated to Silla by land and sea. Silla deployed them in Yeongseo area and western Kyeong-gi Province and utilized them militarily.
Tang armies fighting the army for Revival of Goguryeo were damaged by the epidemic. And in early 674, the head of Andong Protectorate was temporarily absent. These were the backgrounds that the Tang-Silla War enters a temporary lull in 674.
Refugees of Goguryeo was settled in Geummajeo. Tang used this as an excuse to attack Silla. Silla appointed Anseung as King Bodeok and married him to a woman of the Silla royal family. This was a consideration of Silla-Dang relations.
In the end, the Bodeokguk was dismantled for a highly centralized system of Silla’s government. As tax exemption for a period of ten years ended, refugees of Goguryeo had to become Silla people. Refugees of Goguryeo in Geummajeo revolted in 684 due to psychological loss and worsening economic conditions resulting from the end of tax exemption.
