Current Status and Future Directions for the Conservation, Maintenance, and Utilization of Ancient Korean Mountain Fortresses

Abstract

This study examines the current status of the conservation, maintenance, and utilization of ancient Korean mountain fortresses and identifies their achievements, limitations, and future tasks through a comparative analysis of major cases. Six fortresses were selected for analysis: Hanam Isŏngsansŏng, Ich’ŏn Sŏlbongsansŏng, Ansŏng Chukchusansŏng, Poŭn Samnyŏnsansŏng, Chŏngŭp Kosaburisŏng, and Tamyang ŭmsŏngsansŏng. The analysis focuses on three aspects: the sequence of archaeological investigation and maintenance work, the methods of maintenance and the degree to which original features were preserved, and the content and sustainability of utilization programs. The results show that, in many cases, maintenance work was carried out before sufficient archaeological investigation and historical verification had been completed. They also indicate that authenticity and sense of place were often weakened by appearance-oriented restoration and the use of modern materials. In addition, insufficient coordination among investigation, design, and construction revealed structural problems that undermined the appropriateness of maintenance practices. In terms of utilization, although some fortresses have implemented relatively active programs, the overall number of such projects remains limited, and many continue to rely on standardized formats centered on hiking and hands-on activities. This study concludes that the future conservation, maintenance, and utilization of ancient Korean mountain fortresses should be grounded in a systematic management framework based on archaeological investigation and research. Priority should be given to preserving original features and authenticity, while differentiated utilization strategies should be developed to reflect the historical significance and sense of place of each fortress.
